This is most likely due to the Mk conversion, which allowed people to have upgraded equipment directly after the update took place. You can read more about this here.
Baked shadows would look better in theory, but the performance of the game would be disrupted, and for users that play on devices that aren't super powerful, this would be a huge issue. This is why the graphics settings are setup like they currently are.
In response to your second question, I believe Tanki still uses their own engine called Alternativa3D, but they were planning on switching to Unity upon the removal of Flash (this has been a long-term plan for several years).

The only way to ban a player is to capture a 1 minute video of them using hacks, then post it in the Game Violation Reports section of the Forum. If you can access the Forum just not that particular section of the Forum, please contact one of the following Forum Administrators via Forum PM (they will help correct this issue):
Account return is not possible. As announced in a previous edition of the V-LOG, accounts that had no logged activity for longer than 3 years were automatically deleted. This was the case with your account, and thus, your account has been deleted and can't be return.

Magnum without an augment now turns horizontally as opposed to vertically. You can find more information about this change in these Patch Notes.
To fix this issue, simply open the Settings window within your client, head over the "Controls" settings, and uncheck Mouse Controls.
With the hovering hulls that exist in the game, if you have Mouse Controls enabled, your tank won't move like a normal tank, but rather go forward, backward, left, and right based on where your turret is pointed.
Developers are aware of this issue, and it should be fixed shortly.
