How to report if a tank's name is bad (abusive), how can i complain about him inside the game?

You can report inappropriate nicknames in Chat Violations section of the Forum.

But there should be a way to report about them right in the game.

When they have a inappropriate name to change it do they have to pay like everyone else?

No. They get banned for inappropriate nickname and can change their nicknames for free.

Why there is no way to complain about them right in battle?
