It's not possible to change your name on HTML5 yet. It will be implemented soon.

In the meantime, you can change your name from the flash version.

However, I advise you to switch to and get familiar with the HTML5 version (Browser/Client) as Flash will be discontinued soon, by the end of this year, 2020. And, Tanki Online is a free-to-play game (and in-game purchases possible if needed), so please do not worry about the cost. :)
