if i have a protection M0 with 5/5 upgrades why i can't make it m1 or make more upgrades?

Because there are only 5 steps for M0 modules to upgrade. You'll be able to upgrade it to M1 after reaching the required rank to unlock the M1 modification of the module. If you are talking about the Badger T-H module, it's M1 modification will unlock at Warrant Officer 4.
