Early battle finish

I was in a 60 minutes Polygon CP where my team was taking the lead. Then about 15-20 minutes into the battle, all the players in the opposing team left. I don't understand why the early battle finish timer didn't trigger - or did they remove that from the game?

It's only triggered in PRO battles now, and there's the ability to turn it off when making the battle.
