The only nationality paints that exist within the game are of the nations that qualified for the 2018 World Cup. Being that Canada didn't qualify for this event, their paint can't be found in the game. You may see a few paints of nations that didn't qualify for the 2018 World Cup, such as the United States, but this is simply because the paints from the 2014 World Cup were re-added for the 2018 World Cup, and the Developers forgot to remove a few of the teams that had qualified for the earlier World Cup, but not the most recent one.
It is very likely that paints of the nations that qualify for the upcoming 2022 World Cup will receive a paint within the game, so if Canada manages to qualify, their paint will be added.
