Yes, having a full number of upgrades on a particular piece of equipment is exactly equal to the next Mk level of that piece of equipment.
For example, you can use this link to see the upgrades for Firebird at each Mk tier, and the last upgrade level on each Mk tier is the same as the lowest on the next progressive Mk tier. This holds true for all turrets, hulls, and protection modules.
