Low FPS, even on a gaming computer

My gaming computer is a pretty good one, and more than adequate to run TO. (1500x, 16GB DDR4 RAM, GTX 1050). But I'm getting like 30 stuttering fps on max. And since flash is now being depreciated I can't use a browser for TO anymore. I can run literally any other game - Tanki X at ultra, Rocket League at ultra, etc. But Tanki, a flash game, can't run? I'm using the client from steam. Maybe that's the problem?

Hello, make sure that you've set Tanki to run on your Nvidia Graphics card in the Nvidia control pannel.

Even then it's stuttering...

If it was a hardware problem, my GPU would be at 100% used. It's at 50 percent tops.

Cpu usage is also low.

Bruh this is imposble bcs there is a video on youtube 60fps with recording only with Core i5 6400 and Gtx 960 nad 8gb ram 1 Tb hard drive 
Just chek all the upgrades to the graphic card and the better programme to use is Driver booster 
also play tanki online in adobe flash player to save moore fps
