No action taken for chat violations

For more than once saya player to me ([Removed]) or ([Removed]) and when I report him for nothing happens and Admin say ther are nothing to take the player ban. but when I say the same word to any other player took a ban Why ? is there a distinction between supervisors chat and every supervisor judged by temperament
