Shot effect doesn't work

So I started playing and i opened a container and i got an effect for a weapon.Then i went into the garage and thought that I was low rank and I could not get it on my weapon.Then I ranked up and still nothing,I need help

Please read: Shot Effects and make sure that you have equipped the shot effect first before going into battle with the turret.
