You can not get Viking Legacy or Thunder Legacy from Containers, they were given to the top 10 participants of the 3 factions during the War: Domination. There is no idea as of yet on how to get them.

Skin such as Legacy can only be obtained in some specific Circumstances: Wars, Opening containers, winning in a contest such as V-Log ones, besides that skin can be a reward for an eSports tournaments, or can be also obtained in a specific challenge dedicated for the skin. And finally you can buy them during the Black Friday if developers have added them in the shop list
