How are MU instant upgrades determined?
Sometimes, the micro-upgrades on a certain turret or hull are all in orange, cost some more, but upgrade instantly. When does that happen? What needs to be done to get them into that state?

Instant MUs only happen when the developers decide to give the players a rare treat. There is nothing you can do that will help it happen more frequently.
