With the new way of microupgrading, does 10/10 upgrades on m1 thunder still get you free m2 thunder once you get to that specific rank?

By fully micro-upgrading parameters of a hull/turret, you get the next modification for free. The next modification.
You fully micro-upgraded Thunder M1, so you would get M2 for free,
but if M3 is already available at your rank, you cannot buy M2 and
you need to buy M3 directly.
