why are there people with M1 railguns with the rank corpral??!!

This is not a hack, actually, there used to be a kit that would provide you garage items above your rank. In this case, the M1 Railgun you are seeing was bought in one of these old kits. Nowadays though, these kits no longer exist, and have been replaced with kits that only offer things available at your rank.

On russian pages moderators already officially says, that kits had been changed 2nd time already recently, and the only difference with old kits - the known time limit for kits.
