I saw Opex-Rah in the MAIN server with rocket launcher M3 yesterday morning and everyone was going crazy when can WE have it?!

then how come Opex-Rah has the m3 rocket launcher? is it because he is a mod or because he extracted the file from Tanki database

He is a developer, you probably have seen him in VLOGs as Hazel Rah.
