Shaft sniper mode charging

Does holding down space for longer increase the damage dealt from a sniper shot? The sniping mode damage is a single number than a range, so does charging the shot increase damage or just increase reload time?

Yes, the longer you hold down Spacebar, the more damage you'll deal.
