"Library loading error: Error #2032" This comes up when I enter the game using the downloadable client and sometimes nothing happens?

After I click on "PLAY" the green loading bar shows up and then goes away leaving this text:

"Library loading error: Error #2032"

Or the green loading bar keeps going without anything happens.
Help me please.

I reintalled and also cleared cache , nothing happened
