Yes, kits are available for all ranks.

Kits come and go, they don't stay in the game for a long period of time so there are no exact kits for Generalissimos - it's changed after a week or two.

Since I reached Generalissimo level, I don't see any kits in my garage. No one of the last ones (Boreas, Raiden, Prometheus) - and I don't have any items of first two, the last one is still profitable for me.
I would like to know which specific kits are available at this rank (if any), to wait for them or not to wait and buy separate items...

Same I had the prometheus kit and vulcan mammoth m3 kit in my garage with well over 4 days left, when I ranked to generalissimo and suddenly they were gone and i only had 100 and 1500 supplies kit in the garage. :/
Generalissimo rank is bad you have only supplies kit 100 and 1500.
The others kits never come back for this rank it's a very bad thing of tanki you can have full m0 garage at generalissimo 0 kits so need buy items 1 per 1... that cost a lot ! need to correct that
