Does tanki online have voice chat?

Tanki Online does not allow voice communication yet and so far it's not in the developers' plans.

But voice chat is present in many other mmo games.

So why isn't it in the developers plans?
It would be great for people who are not allowed to use Skype and other applications and it is more conveniant.
