This is because they bought an old kit. In the older kits you used to be able to purchase garage items above your rank. Now the developers have eliminated these kits, and replaced them with kits that only offer garage items available at your rank.

well some players buy crystals, using crystals they can upgrade their garage items and when they are completely upgraded they are automatically changed to m1
but the kits are banned so u cant get much only if the racoon kit was there all the tankers would use richoet
