why are camper snipers not stopped
they hide and never come out the just camp and snipe not letting you get near the flag

Snipers are there for exactly the same reason: not letting your team take the flag. This is their defending tactic, and if you want to successfully capture the flag, you need an attacking tactic which will outsmart their defenders.
