What is penetration power? In the MU menu, it says you can MU on penetration power but I have no idea what it is.

Penetration power judges how much damage is dealt to the tank behind the one in the line of fire. So if two tanks are within a certain area of health points, one shot from a Shaft or Railgun may destroy both of them.
