why i cant upload any picture for my avatar?

HEy can anyone say me why i cant upload any pic for my avatar means its just shows "s" and when i try it says cant upload to this user plz help!!!

The feature to have an avatar is not actually activated for players on this site. It shows an "S" as this is the first letter in your username.
