It's like the keyboard keys are stuck or something. I've tried using Chrome, Firefox and Opera and it is still there. I don't know if it's a bug though. I tried it in full screen or with mouse controls and it still happens. It actually started when the mouse controls were introduced. I'm not sure if it's connected. I've been trying hard to play Tanki again :(
Tldr; I CANNOT ACTUALLY PLAY.

As SHOAIB suggested, try playing Tanki on a different keyboard. If you use a laptop, just plug a different keyboard into a USB inlet.
The problem could be Keyboard Ghosting, though this doesn't entirely explain your situation. If it is Keyboard Ghosting, the only basic solution is to buy a new keyboard.
You could try running the game from fixit.tankionline.com. I would also recommend attempting to run the game as a separate application through Standalone Flash Player.
I have encountered keyboard bugs such as these that entirely prevent me from turning my turret in a certain direction. I believe that in my case the problem originates from my changing the keyboard's language too frequently, so that's something else to look out for.
Good luck trying to solve this predicament!
