Are Shaft arcade/sniper stats reversed?

Shaft's garage damage stats show a range for arcade mode and a single number for sniper mode. Shouldn't it be the other way round?

How can it be correct? Damage in sniping mode depends how long you let the power bar go for, and damage in arcade mode is a fixed value, yes? But my M1 shaft MU box says:

Damage in sniping mode: 167.8

Damage in arcade mode: 39.2-45.4


Clearly sniping mode should be a range and arcade mode should be a single number. Otherwise, in sniping mode what is the power bar for? And in arcade mode what determines how much damage is dealt?

It shows the maximum amount of damage you can deal in sniping mode.

The distance between you and your enemy. The closer you are, the more damage you deal.
