Is it Power or Weight I need to upgrade to reduse impact taken to my tank ?

Weight - Mass (kg) — several things depend on it: stability of your tank while you're shooting (recoil from the gun), stability when you're being shot by the enemy, and for pushing (bump-moving) enemy tanks. Mass doesn't affect tank's speed.
 Power - acceleration (m/s²) — affects the time which the tank needs to reach maximum speed, also the more the power - the easier is to push other tanks. 

So, you need to upgrade the weight inorder to reduce impact force taken by your tank. when the weight is higher, there is less change to get flipped.

You would need to upgrade the weight but based on my experience i normaly would not micro up grade a m0 or m1 turret or hull but its your choice.

You only need upgrade power in order to become more effective in pushing other tanks.
If you want to reduce the effect of an enemies impact force on your tank, you have to upgrade the weight. But upgrading weight has an influence on your acceleration (the _time_ it takes to build up your final speed or turning speed gets longer, while the amount of final speed or turning speed is uneffected by weight).
So more weight also makes your tank accelerate slower, turning acceleration gets slower and tilting gets harder. So if you want your agility back, you have to upgrade power as well.
