Alteration for shaft

what does it mean by 'power up time +100%'??? Is it, the time it takes to power up is half that of now?

Power-up time is reloading time, and it will be doubled with the alteration, but the max sniping damage will be increased by 30%.

So with 100k alteration the shaft just gets worse. Only 30% increase in damage (2000 to 2600), for double the reloading time!!!!!!!!. I can snipe him twice with total 4000 damage, in the same time. Really bad alteration
