I can't connect to EN4

As of now i became a warrent officer 2 after ditching my warrent officer 5 account. For a while now i seem to be unable to connect to Tanki Online EN4. I keep getting cannot establish connection(host:37.48.74.158,ports:15222,14444,15190,15050). Can anyone tell me the cause and if so can you also give tips to fix this
