there is a possibility that tanki online has a version for consoles or smart phones?

Yes, these possibilities open up with using the Unity platform, which is hoped to be released around December of 2015.

Would be very comfortable playing on a console or touch device ... I think the game does not require many requirements to play. Also would attract more users.
